Road Repair Status Update

Overview

The plan is to utilize Catawba County’s Street Improvement Project to repair the roads to NCDOT standards and pass ownership of our private roads to the State. The estimate for the entire project is $270,625.25; divided by 46 parcels brings it to $5883.16 per parcel. Catawba County has provided the following, for reference: a map of the neighborhood where areas needing attention are marked, a petition sheet for each homeowner, the petition the county will submit to NCDOT on our behalf with the project summary, and the detailed cost estimate. We need 75% of parcels to be included before the County will move forward with the project. We have 46 parcels total in the neighborhood and 7 of those are Association owned. A completed petition requires notarization of signatures from all owners listed on the GIS. Notarized petitions are due on March 31, 2025.

Road Repair Timeline

  • February 16, 2026: Public Hearing called as agenda item of the Board of Commissioners meeting held at 7pm in the Catawba County Justice Center, Board of Commissioners Meeting Room, 2nd Floor, 100 Government Drive in Newton. Total cost of the road repair project: $235,107.30 with a per parcel cost of $5,111.03. No one stepped forward with any questions or concerns and the Board passed the final assessment resolution with a unanimous vote.

    The Catawba County Tax Administrator is hereby further directed to publish once on the 10th day of March, 2026, a notice of confirmation of the Assessment Roll, which notice shall set forth the terms of payment of the assessments such that any assessments contained in the Assessment Roll may be paid in full, without interest to the Catawba County Tax Administrator on or prior to February 16, 2027, or any property owner may elect to pay the assessment in ten (10) annual installments bearing interest at the rate of 1.5% per annum, the first installment with interest due and payable on February 17, 2027 and the succeeding installments with interest due and payable on the same date in each succeeding year until the assessment is paid in full.

  • January 21, 2026: Public Hearing scheduled for the Assessment Roll for the February 16 Board of Commissioners meeting. All property owners in the neighborhood mailed a letter informing them of the public hearing and the final cost of the road repair project.

  • January 18, 2026: Eroded area on Mountain Creek Drive repaired by CR Construction LLC.

    Right-of-way inspection completed by NCDOT.

  • November 10, 2025: Midstate Contractors, Inc. to begin milling and repaving.

  • October 1, 2025: Midstate Contractors, Inc. to remove trees in preparation for road milling and repaving.

  • June 2, 2025: Public Hearing at the Catawba County Board of Commissioners meeting, 7pm on the 2nd floor of the Justice Center located at 100 Government Dr, Newton, NC 28658. The MCRPOA Board will be in attendance.

  • May 5, 2025: Catawba County Board of Commissioners (BOC) Meeting Preliminary Assessment Resolution approved.

  • April 16, 2025: Email Update from Pete Shonka, “I have everything that I need to move forward so the next step is to get the Board of Commissioners (BOC) to pass a Preliminary Assessment Resolution. This should make the BOC meeting agenda for May 5th. There is no need for you to be there for this. If the resolution passes then there will be a public hearing at the June 2, 2025 BOC meeting. You will probably want to be present for that. June 2, 2025 at 7:00 PM in BOC meeting room on the 2nd floor of the Justice Center (Located on Government Drive in Newton). If everything goes through then we will bid the project in June/July and probably award in August or September. It’s possible the paving could happen this fall or it could get bumped to spring 2026.”

  • April 9, 2025: Jeff Kanipe, Division 12 District 3, NCDOT Engineering Tech III emailed acceptance, “I have reviewed the map and petitions that [Pete Shonka] brought down the other day and I have verified that the calculations on the road frontage and the number of signed petitions meets the minimum 75% criteria.”
